Mr. Ethan Cooper is the Owner, President, and CEO of Haka, Inc.
Over the last decade, Mr. Cooper has provided senior management services for several different government contractors and has been responsible for day to day operations including accounting processes, human resources, employee benefits, tax filings, project budget and controls, banking and finance, information technology and facilities management. Mr. Cooper possesses extensive experience managing and executing large, complex Department of Defense contracts in the areas of base operations, IT, administrative and supply and provisioning support.
From 1996 through 2003, Mr. Cooper was Legislative Counsel for several members of the United States Congress. He provided advice and counsel on legislative issues pertaining to national security, homeland security, defense, environment, and foreign affairs, as well as, acted as the Memberís liaison to the House Appropriations Subcommittee on Military Construction. Mr. Cooper was the principal lead on all nuclear non-proliferation legislation, Cooperative Threat Reduction legislation and nuclear security issues including nuclear-tipped earth penetrators. He drafted the Nuclear Non-Proliferation bill that was adopted in parts by subsequent National Defense Authorization Bills.
Mr. Cooper received his Legum Magister in International And Comparative Law from Georgetown University Law Center. Prior to that he received his Juris Doctorate from the Columbus School of Law and his Bachelor of Arts in Political Science from Boston College.
